A native of Buckhannon, West Virginia, Frank Hartman earned his bachelor-of-arts degree in American Studies from The Evergreen State College in Olympia, Washington. After graduation, he joined Teach For America and spent two years teaching fourth grade in Baldwin, Louisiana, an experience that began a lifelong interest in public service and the ways government and public policy affect people and communities.
Before attending the West Virginia University College of Law, Frank deferred his enrollment to serve as statewide field coordinator for the 1996 Joe Manchin for Governor campaign. After earning his law degree, he clerked for the Honorable Thomas H. Keadle, Chief Judge of the 26th Judicial Circuit, before returning home to Buckhannon to practice law. During his years in private practice, Frank represented individuals and businesses in a wide variety of legal matters, including criminal defense, civil litigation, and family law.
Frank later served as Consumer Advocate for the West Virginia Insurance Commission, where he represented the interests of consumers in administrative proceedings and monitored hospital rate filings and certificate-of-need applications.
He subsequently joined the Charleston law firm of Lewis, Glasser, Casey & Rollins. There, Frank handled real estate, tort, contract, and election-law litigation and began representing businesses and civil rights interests before the West Virginia Legislature.
Frank later founded Hartman Law & Government Affairs, PLLC, where he continued to build a practice combining law, public policy, and government relations. Today, he is a principal of Hartman Cosco Government Relations, advising and representing businesses, professional associations, nonprofit organizations, and other clients before the West Virginia Legislature, executive-branch agencies, and state government.
Frank has continued to stay involved in organizations connected to education and public service. He is a graduate of Leadership West Virginia, previously served on the West Virginia Chamber of Commerce Government Relations Committee, and currently serves on the Board of Directors for Teach For America’s Appalachia region.
